HUBLAG, a local term for “movement,” opens access to economic opportunities by serving the micro-credit needs of communities in Panay Island, particularly in agricultural areas. GRF HUBLAG is the development finance program of the Gerry Roxas Foundation.

GRF Hublag began operations in 1987 with P500 loans for the working capital needs of 500 non-bankable micro-entrepreneurs. Today, Hublag microcredit operations evolved to five service windows to respond to the credit needs of a wider range of clients. It serves over 3,500 partners through a network of 7 branch offices in 16 towns with an outstanding loan portfolio of P 54.31 M.

Micro Enterprise Loans
GRF HUBLAG provides working capital or fixed asset financing loans to micro-entrepreneurs with one year business experience.
Cottage Scale Business Loans
Micro-entrepreneurs who have attained sustainable micro-scale operations yet need to expand can borrow from P30,000 to P200,000.
Providential Loans
Public and private employees require funds for regular lump sum disbursements of a providential nature that their monthly income cannot cover.

GRF Hublag Challenge: Shifting From Rice/Corn to
Adlai
We want our partner farmers to be prepare ...
d and resilient amidst the changing weather conditions that affect the productivity of their harvest. We introduced the farming of Adlai, a relatively low-maintenance crop which makes it a source of sustainable livelihood for farmers.
Last June 16-17, 2022, Adlai training was conducted in Tuburan and Dumarao with actual planting in the demo farm to introduce a resilient variety and a healthy rice alternative.
GRF Hublag challenged the partners to shift to planting Adlai and offered to buy the unmilled grain at P40 per kilo.
Adlai makes an ideal sustainable livelihood for farmers as it can survive under any type of climate condition, requires minimal irrigation as it can survive in slope areas and can benefit from rainfall, and requires minimal fertilizer.
One corn farmer in Balasan took the challenge where Hublag provided free inputs.
Kudos for the change!!

Our farmers are still heavily dependent on inorganic fertilizers that are not only getting more expensive by the day but also reduce the structural stability of soil over time that leads to environmental problems and loss of biodiversity.
GRF Hublag listened to our partner rice and corn farmers and we are responding to their needs by organizing a concert to raise funds for knapsack sprayers and organic fertilizers which will enable them to switch to a more sustainable method of farming.

with marketing plan for low salt fermented mussel sauce with Lorins Patis last Jan 19, 2023.
Six (6) mussel associations from Cabugao, Bara, Agojo, Buntod, Ivisan , Cagay and Basiao attended the training.
Actual shucking of mussels was conducted by the Cagay association members as part of the research sampling which will serve as a starting point for the partnership with the mussel farmers who will greatly benefit from the project.
The training has been conducted by Ms Le Peralta and Dr Reynald Tan from UPV.

The training was conducted by Amefil Sagge, Assistant Provincial Agriculturist/Provincial Agriculturist Rice Program Coordinator.
